The Center for Economic Justice is committed to ongoing participation in national policy debates on the future of insurance regulation. After Congress passed the Gramm Leach Bliley Act (GLB) in 1999, the National Association of Insurance Commissioners (NAIC), fearful that Congress would attempt to create a federal insurance regulator, embarked on a program to “modernize” state insurance regulation. The insurance industry seized upon these events to press state regulators for a radical program of insurance de-regulation.

In addition to extensive testimony before the NAIC, CEJ Executive Director Birny Birnbaum serves on the NAIC Consumer Board of Trustees, where he has advocated meaningful market analysis and market regulation capability within state insurance departments.

Birnbaum has also testified before the National Conference of Insurance Legislators (NCOIL) and the National Conference of State Legislatures (NCSL), including before the Streamlining Insurance Regulation Task Force in 2002 and 2003.
